SCOM management servers listen on TCP 5724 for SDK clients, including the Operations console. Clients use Microsoft's SDK protocol to connect to the management group's SDK service; this is not a general-purpose HTTP or text protocol. Connections use Windows authentication, and the normal service endpoint uses transport security. TCP 5723 is a related but distinct SCOM port, used for agent-to-management-server communication. Although IANA lists both TCP and UDP for omsdk, the documented SCOM SDK service is normally TCP.

An authenticated SDK client can access management-group data and perform management operations, so a reachable listener is useful to attackers who obtain suitable Windows credentials or exploit a vulnerable SCOM installation. Restrict access to trusted management networks and keep SCOM patched; authentication and transport security do not make internet exposure appropriate.
