PMIPv6 lets the network manage mobility without requiring the mobile node itself to perform Mobile IPv6 signaling: the Mobile Access Gateway (MAG) sends a Proxy Binding Update (PBU) to the Local Mobility Anchor (LMA), which responds with a Proxy Binding Acknowledgement (PBA). The port is intended for signaling between those network elements, not for ordinary client traffic. PMIPv6 deployments also use IPv6 mobility-header signaling, so seeing this UDP port alone does not establish that a host is running a PMIPv6 endpoint.
