This is RLM's UDP discovery service, not the license-data connection itself. Clients send discovery traffic over UDP and an available RLM server can respond; discovery is generally useful on a local network, where broadcast traffic can reach servers. Clients then contact the server's RLM TCP port, commonly 5053 by default, though deployments can configure ports differently. The registry assignment is specifically for UDP 5053.
