The assignment covers TCP and UDP, but Reader Protocol deployments use a client/server connection over TCP: software sends commands to a reader and receives responses and read notifications. The protocol uses XML-formatted messages for reader operations such as configuration and inventory; it is distinct from EPCglobal's later Low Level Reader Protocol, commonly assigned port 5084. The IANA port assignment alone does not imply that a host listening on UDP implements the protocol.
