IANA lists both TCP and UDP, but Mobile IPv4 control traffic is normally carried over UDP rather than TCP. A mobile node uses the registered endpoint for binary Mobile IP registration messages and replies, consisting of protocol headers followed by authentication and other extensions; it is not a general-purpose application session. Mobile IP agent traffic is conventionally associated with UDP port 434, so an open TCP/435 listener is unusual and may represent a vendor-specific or unrelated service.
