TrIPE is a purpose-built IP tunnelling protocol, not TLS or a general-purpose VPN standard. Its daemon exchanges protocol-specific key-establishment and tunnel traffic with peers; tunnel packets carry protected IP traffic over the network. IANA registers both TCP and UDP for tripe, though UDP is the transport most associated with TrIPE deployments. Do not assume that a listener speaks HTTP or can be identified by a generic TLS handshake.
