DLMS/COSEM is a standardized application protocol for utility metering. On TCP or UDP port 4059, deployments commonly use the DLMS wrapper, which carries application messages in an 8-byte header (version, source and destination identifiers, and payload length) followed by a DLMS application protocol data unit. A TCP session typically establishes an application association before clients issue operations such as GET, SET, or ACTION; exact addressing and access rules depend on the meter and profile. DLMS/COSEM can also run over other lower layers, including HDLC, but those deployments do not use this IP port.
