COPS is a message-oriented protocol with a fixed header, typed objects, and 32-bit-aligned fields; sessions commonly begin with a COPS connection and client-open exchange and may use keep-alives and client-close messages. IANA registers port 3918 for both TCP and UDP, although COPS deployments generally use a persistent TCP connection; the standard COPS service is also associated with TCP port 3288. COPS itself does not provide application-layer encryption, so deployments must rely on network isolation or external security such as IPsec.
