SABP is the 3GPP Service Area Broadcast Protocol for communication between a CBC and RNC. The IANA registry lists port 3452 for TCP and UDP; the defined SABP interface normally runs over TCP. SABP messages are ASN.1-encoded protocol data units used for procedures such as writing, replacing, or cancelling broadcast information and reporting errors. SABP does not provide encryption by default.

An attacker able to reach an exposed endpoint could potentially interfere with cell-broadcast delivery, including warnings, or disrupt signaling; the protocol itself does not encrypt traffic.
