The IANA assignment names TNS Server for TCP and UDP, but ordinary Oracle Net listener deployments use TCP; UDP is not a typical listener transport. TNS begins with a connection exchange and uses framed packets, with a listener routing clients to a requested database service. The common listener default is TCP 1521; encrypted Oracle Net (TCPS) commonly uses 2484, though either service can be configured on another port.
