The standardized COPS/TLS service runs over TCP port 3183: a TLS handshake precedes the COPS message stream, whose messages use COPS framing. Ordinary COPS commonly uses TCP port 3288 without this TLS transport. Although the registry lists UDP as well, TLS is a stream protocol and the standard COPS/TLS deployment is over TCP; the UDP listing does not by itself imply a commonly used datagram service.
