IEEE 1722.1 defines AVDECC: ADP for discovery, AECP for enumeration and control, and ACMP for stream-connection management. These messages are normally carried in AVTP Ethernet frames (EtherType 0x22F0), not in TCP or UDP, so the standard operation has no TCP handshake or IP-port framing and does not normally require a listener on port 17221. A TCP or UDP socket found on 17221 would therefore be implementation-specific; the IANA port assignment alone does not establish that a device uses the standard AVDECC wire protocol over IP.

AVDECC control traffic is intended for the AVB/TSN network, not general internet exposure. A party able to send accepted AVDECC messages on a device's media network may be able to enumerate endpoints, alter stream connections, or issue device controls; restrict access to trusted network segments. AVDECC is not encrypted by default, and an open TCP/UDP port on 17221 should be investigated as a particular implementation rather than assumed to be standard AVDECC.
