It accepts Oracle Net TNS connections, processes the client connect descriptor, and forwards the session to an allowed database listener or other Oracle Net service; it is not itself the database listener. IANA lists the assignment for both TCP and UDP, although standard CMAN deployments are primarily encountered over TCP. Oracle Net framing is used rather than a line-oriented or HTTP handshake, and encryption is not inherent to the basic listener unless Oracle Native Network Encryption, TLS, or an external tunnel is configured.
