Technical Details

what runs on :15118

This is the UDP discovery step in ISO 15118, not the charging session’s stream transport. An EV sends a compact discovery request to the IPv6 link-local all-nodes multicast address (FF02::1) on UDP port 15118; the SECC replies by unicast with its available transport and security options and connection endpoint. The EV then connects to that endpoint, typically over TCP, and may establish TLS for the session. Discovery datagrams themselves are not encrypted.

security overview

Discovery is intended for the local link between a vehicle and charging equipment, not as an internet-facing service. Its unauthenticated UDP requests and replies can reveal a controller’s presence and may be spoofed or disrupted by an attacker with access to the local network; restrict it to the charging network and use the negotiated session security where available.
