HIP NAT Traversal carries HIP control traffic over UDP so that HIP exchanges can cross NAT boundaries. The HIP base exchange uses the I1/R1/I2/R2 handshake, while NAT traversal negotiation enables UDP encapsulation and maintenance of the required NAT mapping; subsequent data may use HIP-associated ESP protection. This is distinct from native HIP traffic carried directly with IP protocol 139, and it is not a TCP service.

The HIP exchange provides cryptographic peer authentication and can establish keys for protected data, but the UDP control traffic itself should not be treated as application-layer encryption. Internet exposure is normally limited to deployed HIP endpoints or traversal infrastructure; unsolicited packets can still consume processing or create NAT state, so filtering and rate limiting are appropriate.
