UDP 10161 is the assigned default port for SNMP over DTLS, the datagram counterpart to SNMP over TLS. A DTLS handshake establishes the protected association; SNMP messages are then carried as datagrams rather than as a framed byte stream, so the transport does not itself provide reliable delivery. The SNMP-TLS transport model uses certificate-based identity and maps that identity to an SNMP security name. Traditional SNMP commonly uses UDP 161, while SNMP traps commonly use UDP 162; those ports are not substitutes for this DTLS service.
